Methodology & Data Dictionary
The P&C Commercial Property Tracker is a carrier-level intelligence product covering the commercial property and E&S property markets in Florida, California, Texas, New York/New Jersey, Illinois, and Arizona. It consists of two layers: a weekly moves tracker (carrier actions filed or announced that week) and a baseline carrier directory (carriers, MGAs, and program administrators) identified as writing commercial property in each covered state.
The combined directory contains 1,480 unique carriers (170 FL + 198 CA + 288 TX + 282 NY/NJ + 270 IL + 272 AZ). The directory grows weekly as new entrants are identified and gaps are corrected.
We researched every carrier writing commercial property in Florida, California, Texas, New York/New Jersey, Illinois, and Arizona using publicly available regulatory, financial, and industry sources. Each carrier was verified against a minimum of two independent sources, with most entries drawing on 2-5 citations. The full source list for each carrier is recorded in the Sources Detail column.
Our primary sources were FL OIR filings and company search records, California Department of Insurance (CDI) filings and rate applications, Texas Department of Insurance (TDI) filings and rate review reports, Surplus Lines Stamping Office of Texas (SLTX) eligible insurer lists, New York Department of Financial Services (NYDFS) company search and Schedule F property insurer lists, New Jersey Department of Banking and Insurance (NJ DOBI) admitted and surplus lines carrier lists, Excess Line Association of New York (ELANY) eligible insurer bulletins and alien insurer lists, Illinois Department of Insurance (IDOI) company search and SERFF rate filing portal, Surplus Line Association of Illinois (SLAI) eligible insurer lists, Arizona Department of Insurance and Financial Institutions (ADIFI) company search and SERFF filing portal, AM Best and Demotech financial strength ratings, S&P Global Market Intelligence, SEC/EDGAR filings for publicly traded carriers, FHCF participant lists, TWIA reports and board minutes, NAIC statutory data, carrier websites and investor relations pages, and trade press coverage from Insurance Journal, Business Insurance, Reinsurance News, and Artemis. We also referenced broker research from PiperSandler, Oppenheimer, and TD Cowen, Sunbiz corporate filings, California FAIR Plan statistics, Surplus Line Association of California data, Illinois FAIR Plan data, and court records for carriers in receivership or liquidation.
For the weekly moves layer, we compile FL OIR/SERFF rate and form filings, CDI prior-approval rate applications, TDI rate filings and regulatory actions, SLTX eligible insurer changes, TWIA updates, NYDFS filings, NJ DOBI surplus lines changes, ELANY eligible insurer bulletins, IDOI company bulletins and SERFF filings, SLAI eligible insurer changes, ADIFI filings and regulatory actions, NCCI advisory circulars, carrier earnings calls and investor presentations, AM Best rating actions, legislative and regulatory developments, cat bond issuances, and broker market advisories published in the prior seven days.
Every column except Notes uses a controlled vocabulary designed for clean filtering. No parentheticals, no inline dollar amounts, no deal context in structured fields. All explanatory detail lives in the Notes column. This means you can filter any structured column and get clean, consistent groupings.
